Moreen Miller, Chair of the Board of Defence Construction Canada (DCC), is pleased to confirm the Government of Canada’s appointment of two members to the DCC Board of Directors.
Joanne Weir is a real estate and facility management specialist with much experience in infrastructure development and portfolio management. Joanne has led projects for many federal agencies and has overseen large infrastructure portfolios.
Christopher Voutsinas, of Toronto, is the president of Capital Value & Income Corp. He is an investment and finance executive with more than 30 years of experience in infrastructure, real estate and private equity.
“I’m happy to welcome Joanne and Christopher to the DCC Board of Directors, and I look forward to working with them,” said Moreen. “Between the two of them, the Board will benefit from decades of experience working for public and private organizations. Their knowledge and expertise will be an asset to DCC’s work and long-term goals.”
The appointments were made by Her Excellency the Governor General in Council on the recommendation of the Minister of Government Transformation, Public Works and Procurement. Directors are selected on the basis of their professional background, expertise and experience in the fields of infrastructure and the environment, which includes construction, civil engineering, energy, utilities and sustainable development.
Leaving the board is Cynthia Ene, who stepped down after seven years of service. “I want to thank Cynthia for her hard work and dedication to the board,” said Moreen.
The new appointments are for four years, effective May 26, 2026.
