AuraNet, Dominion’s Arctic-hardened autonomy stack, will serve as the onboard intelligence layer for TENCORE’s TerMIT, with companies targeting 2027 production
OTTAWA, ON, Oct. 13, 2026 /CNW/ -- Dominion Dynamics, an Ottawa-based defence technology company, and TENCORE, a Ukrainian leader in defence technologies, today signed a memorandum of understanding (MoU) to manufacture TENCORE’s TerMIT uncrewed ground vehicle (UGV) in Canada and integrate AuraNet, Dominion’s autonomy stack for pan-domain command and control.
The partnership will support the deployment and continued development of AuraNet for Ukraine’s front lines. It will also create high-skilled jobs in Canada and strengthen Canada’s sovereign defence technology base.
The MoU follows a joint declaration on defence cooperation that Prime Minister Mark Carney and Ukrainian President Volodymyr Zelenskyy signed in September. Both nations committed to manufacturing thousands of battle-tested drones and uncrewed systems in the next two years, with one-third earmarked for Ukraine’s defence.
“When Prime Minister Carney and President Zelenskyy committed our countries to build together, they gave industry a mission. Canada has the workforce and the suppliers to build at scale. This agreement is how two companies start turning that commitment into vehicles, and we intend to move fast,” said Eliot Pence, founder and CEO of Dominion Dynamics.
The companies signed the agreement at the Canada Pavilion during the AUSA 2026 defence conference in Washington, DC. Nadia Theodore, Canada’s Deputy Ambassador to the United States, attended the signing ceremony.
Dominion plans to manufacture TerMIT in Canadian facilities with initial production targeted for 2027. A TENCORE team will lead the initial technology transfer and train technicians in Canada to build its UGV. Since 2024, TENCORE has delivered more than 5,000 UGVs to Ukrainian military units.
TENCORE co-founder Roman Tkachenko said the pace of the war has reshaped how his company operates.
“The biggest lesson from Ukraine is speed,” said Tkachenko. “Battlefield requirements change in weeks, so production, operational feedback and engineering have to run as a loop: build, deploy, learn, change, scale. Canada gives us the manufacturing base, suppliers and reliable power to run that loop alongside allies who need these vehicles.”
Dominion also aims to develop an Arctic-hardened TerMIT for Canadian operations and for export to NATO allies. The companies will continue to work toward definitive agreements.

Noah Note: A significant move by Dominion as they look to push deeper into the Autonomous space. The company has been expanding deeper into the integrated autonomoy sector for quite sometime now, backed by Auranet as a unifying C5 Architecture across sensors, platforms, and people.
As you can imagine, I have seen a lot of Auranet and what Dominion is doing. It is amazing how extensive they've been buikding up their roster of platforms, we have IceSpike: the companies highly-portable, rapidly-deployable autonomous hydrophone system. There is Specter: The companies Tactical Aerostat ISR platform, which is already cool enough because you all know I like that stuff, and Taku, the companies autonomous tower system was just demonstrated operating in the ISR role during Operation Nanook-Nunalivut.
Then of course there is Scout, Dominion’s venture into building a Pan-Canadian Autonomous Collaborative Platform. That is by far their most ambitious program, an update of which we got last month.
UGV are one of the more obvious area for expansion by the company as it look's to turn Auranet into a unified ecosystem. Similarly, leveraging existing ukrainian designs, along with the demand that comes with it. It is, seemingly, becoming a bit of a heavy standard among many to quickly secure usable designs before moving to Canadize them.
In this case, TerMIT is a popular choice. For those unaware, TerMIT is a tracked, battery-electric platform weighing between 570–640kg, with a payload capacity of up to 400 kg, a top speed of 15 km/h, and a range of up to 40 km. It is designed to support cargo and ammunition delivery, casualty evacuation, fire support, mine-laying, and engineering tasks.
Modules include the Burya turret with a Mk 19 grenade launcher, a mining module carrying up to 20 TM-62 anti-tank mines, and an Egoza module that lays up to 100 m of wire obstacle.
Tencore has been slowly expanding their international base of partners. The company maintains German joint ventures with both Quantum Systems and FERNRIDE, as well as a statement of intent with Finland's Insta.
This is their first push, as I know it, into the North American market. Either way, I welcome the ambition. Dominion is already doing a lot of cool stuff. It feels like there is always something new and interesting there. The vision is there, and I am excited to see how thr company brings it's all together.
The most exciting part is seeing the vision and knowing what's coming when it all finally comes together. Dominion is still young, a fact often forgotten. They are still building themselves. They are still building the ecosystem, but lord help me if they aint doing it in ways that continue to surprise me.
