Genoa Design International in Agreement to be Acquired by Membertou First Nation and Horizon Naval Engineering Partnership

Mount Pearl, NL, January 15, 2026 – Genoa Design International, the Digital Ship Experts® and one of the shipbuilding industry’s leading detail design and 3D modelling firms for 30 years, is being acquired by Membertou First Nation and Horizon Naval Engineering.
The acquisition, subject to the completion of purchase agreements, and satisfaction of closing conditions, is targeted to occur by January 31, 2026.
Genoa Design has considerable experience in providing ship design and sustainment services for a growing portfolio of companies that have expertise in designing, building and supporting key vessels necessary for protecting Canadian sovereignty, supporting economic growth (particularly in Arctic regions), and making waters around the world safer for Canadians and international allies.

Gina Pecore, CEO of Genoa Design International, notes that this agreement will lead to more opportunities for growth in the marine sector. “After working hard to nurture and grow Genoa over the past 30 years, this is perfect timing for the company to take the next step in its evolution. The Membertou Nation and Horizon Naval Engineering see our potential, and I take comfort in their commitment to seeing Genoa grow. The First Nations Finance Authority (FNFA) worked with Membertou to commercially finance the acquisition of Genoa Design. The FNFA provides First Nation groups investment options and access to long-term loans with preferable interest rates.

Noah Note: WOW. I was not tracking this at all. For many, this will fall under the radar, but to me, this is a major deal. Genoa is one of the backbone companies of the National Shipbuilding Strategy that you don't really hear about much, but their role is nonetheless important.
Genoa is one of Canada’s premier naval production design and 3D modeling companies. Their work includes providing modeling and production design services for the Protecteur-class, CCGS Imnaryuaq, the Multi-Purpose Icebreaker, the Offshore Fisheries Science Vessels, and even the United States Coast Guard’s Polar Security Cutter.
They're one of the many such companies that have quickly grown from the National Shipbuilding Strategy as a strategic asset, especially when it comes to icebreakers. The company, thanks to Canada’s ongoing icebreaker renewal, is one of the most experienced on Earth when it comes to working with ice-capable vessels.
That is, as you imagine, a very important capability to have domestically. The inclusion of Horizon is also not lost on me. You might know Horizon if you follow the newsletter. This is the same company that also includes Horizon Maritime.
This isn't their only move with the Membertou First Nation. The two have a long history of collaboration with each other on several projects. Most recently, as said above, the two, along with Qalipu First Nation, acquired Newdock back in September—better known to some as the St. John's dockyards. Since then, Newdock has recently eyed reviving its modernization plans originally conceived before COVID.
A lot of this, though they might not say it, is to support the ambition of Horizon themselves. The company has long eyed major expansion of its fleet, including the acquisition of Polar-class vessels. You might know one of their vessels, Horizon Arctic, from the Titan submersible incident. Horizon Arctic itself is a cool vessel, if I can quickly note that. She looks gorgeous. They're also the owners of the former CCGS Sir Humphrey Gilbert, now known as Polar Prince under the Miawpukek Horizon Maritime Services partnership.

So this is indeed a surprise to me, and further proves my own personal belief that Horizon and friends are slowly building out the infrastructure to support their long-desired private fleet of Polar Icebreakers, something they are actively trying to sell the Federal government to support. That is under the Qikiqtaaluk Horizon Arctic Services banner with the Qikiqtaaluk Corporation.
No hate, by the way. Get your bag, Horizon. I see your game and respect the efforts. I guess I'll have to reach out to them one day and question them like the investigative journalist I am.



Good analysis Noah. What I find particularly interesting about these kinds of ventures with Indigenous nations is the potential to access capital. So the potential for reconciliation is enormous, but so is the financial potential.
I’m incredibly impressed! What a model for success. Not all First Nations have the same culture or resources, but I do hope this is a sign for future collaboration projects.
