Dredging may not be a major issue, depending on how fast the channel infills and if the fill has any contaminants in it. Fraser River gets dredged continuously to keep it open. If dredging needs to be only done once a decade, than that would be very doable for Churchill. I guess this begs the question if not Churchill then what would be a better option? Although it makes sense to me to expand on multiple ports even if most will play only a minor role.
