Irving Shipbuilding provides minor update on River-class construction

Irving Shipbuilding provided the following update today regarding the construction of HMCS Fraser (along with some photos):
“Last week, we successfully lifted and flipped the first unit for the first River-class destroyer, the future HMCS Fraser. Work is steadily progressing on this unit and the program, as we look to lay the keel for the first ship of the Royal Canadian Navy's future fleet later this year.”



I feel like that picture is kinda depressing. Thought they'd be further along.
Not sure of the significance of this milestone. Not a shipbuilder. I just pay for it. My question is “So what?” Does it mean you are on schedule? Or “sorry this is all we’ve been able to do”? Maybe give us a true update like when you’ll be able to deliver. Are you on schedule (of course you are… all projects are on time, after each delay is rolled into a new schedule)? How large will the Chinese Navy be when we finally have HMCS Fraser in service? You can use whatever measure of success you want, of course.
