Is PWC still constrained to a propulsion limit by P&W-US? This initiative just leaves a big ? to me. What is it that the GoC is expecting from this investment? An engine with afterburners that has military applications?
An AI search confirms what I recall from decades ago. PW USA has purview over large 30,000 lb+ thrust and fighter jet engines while PWC is relegated to smaller 10-20,000 lb thrust engines. The PT-6 is the mainstay of PWC, because that was the engine size it was constrained to. Overall, engine sizes and thrust have increased for both small-medium size engines and aircraft as well as airliner and fighter jet types. No Orenda Iroquois type engines for PWC!

Could you expand further on the propulsion limit that you mentioned P&W USA has imposed on P&W Canada?
