Am I to understand the Canadian government is giving $3,251,398 to three companies to upgrade their facilities without the Canadian government purchasing anything. Hoping business will appear for these companies, with no return to the taxpayer supplying $3,251,398.
Governments do this all the time, they call them "grants," and typically have some strings attached, but are mostly used to build capacity in different ways. Plus, the press release is a press release, not a contract, don't rush to draw any conclusions about what is trading hands here. I bet if you dug around in the internet you could probably find a more detailed description of what the criteria was.
