The Government of Canada awards a military communications contract to support Arctic sovereignty and national security

The Government of Canada is acting to defend the country, protect Canadians, and support jobs and innovation by awarding a contract to deliver the military Enhanced Satellite Communications Project – Polar (ESCP-P). The Defence Investment Agency (DIA) awarded an initial contract valued at approximately $2.3 billion to Telesat LEO ULC (Telesat). The contract also includes two option periods of approximately $214 million and $218 million.
The contract will defend Canadian sovereignty in the Arctic by delivering the first phase of next-generation military satellite communications capabilities for the Canadian Armed Forces (CAF) through the Telesat Lightspeed Low Earth Orbit (LEO) constellation. Once complete, the military Ka-band satellite communications component of the ESCP-P will enable secure, resilient and reliable military communications in the Arctic and other high-latitude regions. This critical capability will support a broad range of CAF operations, including defending Canada and North America through NORAD, supporting operations with allies, enhancing Arctic situational awareness, and supporting search and rescue missions.
This is the first contract awarded following the strategic partnership established in December 2025 between the Government of Canada, Telesat and MDA Space. It follows engineering and options analysis work that was undertaken by both strategic partners. It supports the delivery of key elements of ESCP-P, including satellite communications infrastructure and services required to provide wideband military communications capabilities. The DIA will continue to build on this partnership with additional procurement agreements to meet the CAF’s operational requirements.
This agreement also allows Telesat to immediately expand its LEO constellation by 69 satellites, bringing the total number of satellites from 156 already in production to 225. The satellites will be built by MDA Space at its state-of-the-art, high-volume satellite manufacturing facility in Montréal. This represents a significant defence procurement milestone and demonstrates the Government of Canada's commitment to accelerating the delivery of critical military capabilities while strengthening Canada's sovereign defence industrial base.
ESCP-P will also include a secure Ultra-High Frequency (UHF) and X-band constellation in Medium Earth Orbit (MEO). MDA Space will serve as the prime contractor responsible for end-to-end mission delivery. Negotiations to advance the definition and development of the UHF and X-band services are underway. Telesat will serve as a subcontractor to MDA Space on this component.
ESCP-P is making the most of Canada’s domestic industrial expertise to strengthen sovereign capabilities while creating economic opportunities and supporting highly skilled jobs across the country.
Through Canada’s Industrial and Technological Benefits (ITB) Policy, this procurement has the potential to create or maintain 2,600 jobs annually across Canada and contribute $335 million annually to Canada’s gross domestic product (GDP) over approximately seven years. This will create opportunities for Canadian businesses, including small and medium-sized enterprises participating in Canada's space and defence supply chains.

On December 9, 2025, Public Services and Procurement Canada (PSPC), on behalf of the Department of National Defence (DND), established a strategic partnership with Telesat Corporation and MDA Space under the Enhanced Satellite Communications Project – Polar (ESCP-P).
As part of the initial phase of the project, Canada awarded a $2.92-million contract (including taxes) to Telesat, in conjunction with MDA Space, to conduct engineering and options analysis work. This work informed the next phase of the project.
Canada is using a Strategic Partner model for the delivery of ESCP-P. The Strategic Partner model is an innovative approach to defence procurement that streamlines processes and accelerates timelines while leveraging industry expertise in the design, development and delivery of complex defence capabilities.

Noah Note: There it is. The Strategic Partnership to deliver ESCP-P through MDA/Telesat was signed last December as part of the first string of DIA victories. The DIA has had a very keen interest in space. I don't know if that's because it's easy or because there was genuine interest. Certainly, the federal government is watching how MDA is moving with a lot of interest, and Telesat has been needing a good flare in the dark with everything going on. This gives some much-needed love to Telesat, especially ahead of getting Lightspeed launched.
For those who don't know, ESCP-P aims to provide guaranteed, reliable, secure beyond-line-of-sight narrowband and wideband access from 65°N to 90°N, including Integrated Broadcast Service carriage, with interoperability requirements against both US DoD and NATO.
It was originally part of the Tactical Narrowband SATCOM project. The Arctic capability for Canada's North and the Joint Task Force North area of responsibility was carved out and moved here, which is why the two projects hand off so cleanly at 65°N.
Of course, we now have a much better picture of what is being done here. Really, we're looking at a Phase I and Phase II approach. We get commercial LEO for Ka and purpose-built MEO for UHF/X. The Molniya-style polar HEO evidently, and as expected, loses out here despite some chatter about it.
For those that don't know, Lightspeed is a fully regenerative space-based mesh network that delivers fiber-like latency and multi-gigabit throughput to any point on Earth, including polar regions, while maintaining MEF 3.0 Carrier Ethernet standards.
It will operate in a hybrid mix of polar (~1,000 km) and inclined (~1,325 km) orbital planes. Each satellite is equipped with four Optical Inter-Satellite Links (OISLs), creating a compliant Layer 2 mesh network in space. This allows data to route directly between satellites via laser links, bypassing ground gateways until the traffic reaches its final destination or an optimal peering point.
The network delivers robust, carrier-grade performance specifications, including round-trip latency as low as 30-50 ms and single-terminal speeds reaching 7.5 Gbps downlink and 1 Gbps uplink.
Along with this announcement will be a significant expansion of the Lightspeed network. This brings it to a bit of a middle ground, funny enough, from the various plans over the years. Of course, the plan has jumped around a lot over the years: 117, over a thousand. When things actually moved to contracting, Telesat contracted Thales Alenia in February 2021 for 298 satellites, then downsized to 198 in 2022 and switched to MDA. Of that, only 156 were actually funded. This pushes Lightspeed back to the 198 benchmark and pushes past by a fairly significant margin, but doesn't get us to quite the 298 number yet. All these will carry both military Ka and commercial Ka.
Of course, no matter what, the Canadian government remains the primary for Lightspeed, beyond being just an anchor. Canada has already committed just over $2 billion of funding through government financing to the project, and now has expanded upon that with another $2.7 billion anchor contract.
Canada is simultaneously Lightspeed's lender, its largest customer, and, through MDA building the satellites, its primary supporter in building the domestic industrial base. There is no version of Lightspeed failing that Ottawa can walk away from. We have simultaneously, for all intents and purposes, funded Lightspeed as a national project of capacity. We can no longer afford to allow it to fail.
That isn't to dismiss Telesat’s own investment, or their own risk they're taking on Lightspeed, because they are. However, I have to mention the very clear commitment here on the part of the federals to make sure this succeeds. I, for one, believe that this is a matter of national importance to have a Canadian-controlled, Canadian-developed communications constellation.
Lightspeed is already proving decently popular with international partners, with Telesat already securing agreements with Viasat, Orange, Space Norway, and Arabsat to leverage Lightspeed's capacity in support of their networks. The company is also looking to the EU by proposing Lightspeed as a bridge for the future IRIS² constellation.
It is also going to be interesting to see how this plays in the new Hybrid Alliance Layered Operations in Space (HALO) initiative announced at the NATO summit a few weeks ago, which aims to create an interoperable, multinational network of sovereign, nationally owned and controlled military satellites.
Other partners in HALO include Denmark, Finland, Germany, Netherlands, Norway, Sweden, and Türkiye, so there is a very big Northern presence built into HALO out of the gate. Now, Lightspeed doesn't fit that as written. Ottawa doesn't own the constellation, doesn't control the network, and shares the satellites with enterprise customers.
However, this doesn't exclude Phase II, which will be a dedicated constellation. It also doesn't mean that Lightspeed can't weasel itself in, but it doesn't seem like it. It does provide a core group, though, with Arctic communication requirements of their own, that we are already working alongside to build multinational capacity. So I am watching it, though HALO is very young, only a few months old, so noted but hard to really engage deeply on yet.
Also will be lost, but this greatly supports MDA, who has obviously been on a run the last few months with big win after big announcement. The AURORA bus that will be used is really cool in itself. It's a fully integrated, software-defined satellite platform optimized for high-throughput, Low Earth Orbit (LEO) and Medium Earth Orbit (MEO) constellations. It features a regenerative On-Board Processor (OBP) that features a built-in software-defined packet router, enabling dynamic, in-orbit reconfiguration of coverage, frequency, and bandwidth allocation.
The platform leverages industry-first Ka-band Direct Radiating Arrays (DRA) with direct RF sampling, eliminating the need for intermediate frequency conversion and significantly reducing mass and power consumption while maximizing spectral efficiency.
Aurora is designed from the start to be scalable, modular, and quick to produce. As part of its recent expansion, the company has established a new 185,000-square-foot production facility in Sainte-Anne-de-Bellevue, Quebec. This facility will have the capacity to produce up to two AURORA buses a day, a significant expansion of the company's capacity.
MDA is coming off a big run the last few months. In January, they got onto the roster for the US Missile Defense Agency’s SHIELD program, which I covered here. March had the $32 million Surveillance of Space 2 ground segment award, three telescope sites, and the STARS tasking system. In April, they unveiled MIDNIGHT, their bodyguard satellite for rendezvous and proximity operations, covered here, and the same month the first Prime 2.0 beamforming chips started shipping for the AURORA arrays.
June was three wins in about a week. On June 19th, MDA signed the definitive agreement to acquire 100% of Blue Canyon Technologies from RTX's Raytheon business, all-cash for ~$874 million. I covered it in full here, but the short version bears repeating because I can't stress enough the importance of it.
Blue Canyon is a Colorado spacecraft and component manufacturer with more than 85 spacecraft launched and 3,500-plus products on orbit, around 400 employees, and two facilities in the Denver aerospace hub, including the 80,000-square-foot Lafayette headquarters where they build their larger buses. The deal adds roughly $4.9 billion to MDA's opportunity pipeline and is expected to close by the end of the year.
Blue Canyon primarily develops cube and micro satellites, standardized buses, and the components that go into them: reaction wheels, gyroscopes, solar systems, and batteries. Mainly, though, they're known for XACT, essentially the autonomous steering brain of a satellite, the system whose entire job is keeping a spacecraft perfectly stable and pointed exactly where it needs to go.
For MDA, that's probably the most significant technical part of the acquisition. GNC has been a major gap in MDA's supply chain, an area where they've had to buy from outside, and they were already a Blue Canyon customer for it. Same story for solar arrays and batteries that they also get out of this. For a company looking to fully establish themselves as an end-to-end, vertically integrated manufacturer, this fixes several of those gaps in one purchase. A few remain—cOBCs and GNSS most notably—but the internal supply chain gets significantly stronger.
It also sets up MDA to fully tackle SHIELD projects. MDA is again on the SHIELD roster already, but has lacked the present, integrated American footprint to really participate the way the Trump administration wants. Blue Canyon holds facility security clearances from the US Defense Counterintelligence and Security Agency and has DoD program history. MDA gets all of that: the facilities, the workforce, the clearances.
That also gives MDA a very unique position as a Canadian space manufacturer with now a diverse catalog of available buses, US clearances, an in to American programs, and a growing supply chain. That makes them the one company able to say, and participate at scale, as a Canadian-based, Canadian-controlled NORAD prime for space.
That sets MDA up better than anyone else here, straight up. It seriously opens the conversation to push NORAD-aligned projects in a certain, limited way. If you catch my drift… I can't say if anyone is thinking about it, but it hit my brain instantly the moment I put it together. You have a cross-border, Canadian Prime that has built up significant capacity and already represents a significant part of our space industrial base, and is leading on most existing space projects ongoing.
They also had the Mitsubishi Electric selection for Japan's next defence communications satellite, and the $688 million CSA contract for the RADARSAT replenishment satellite from December hitting. All of this, mind you, happened in a week's period, if you wanna get a little timeline.
Then, last month, MDA announced a firm offer to acquire 70% of the French CLS, or Collecte Localisation Satellites, for ~$920 million in cash, with closing expected late this year or early next, subject to French regulatory procedures. Between this and Blue Canyon, that's about $2 billion of acquisitions inside three weeks.
CLS is a French company comprised of about 1,200 people across 40 sites in 19 countries. For those who don't know them, their roots are in the Argos system, the satellite tracking network behind everything from drifting ocean buoys to animal tags to emergency beacons.
CLS does five markets, but the one to watch is maritime surveillance and maritime security. They process data from about 200,000 beacons a month, the VMS and LRIT tracking regimes that governments use to watch their fleets and enforce their waters; and by the company's own claim, they monitor 100% of global maritime traffic, 30 million vessel positions a day.
The company supports fisheries enforcement, dark vessel work, and ocean monitoring for government customers around the world, which itself is something that MDA is well accustomed to in itself through RADARSAT and soon Chorus, where the company supports Canada and her allies through programs like the Dark Vessel Detection Program.
So this work isn't new to MDA, it's actually their bread and butter, but it would be a major expansion. CLS watches the whole global traffic picture where MDA's work has been mission-by-mission and area-by-area; it has a very healthy, global customer base already established, and provides MDA with a mature, downstream analytics capacity, that processing layer that turns raw collection into finished intelligence. That is something MDA has never owned at this scale.
Probably a bit more interesting, and I do wanna get it in, CLS is actually a subsidiary of CNES, the French Space Agency, which means MDA isn't buying out a commercial operation; they're buying majority control of a French state space company. CNES is keeping the other 30% specifically, in their words, to ensure the protection of France's strategic interests.
MDA has gone on the fast track to not just trying to build a Canadian Prime, a North American Prime, but a Global Prime, who maintains an end-to-end service capacity across manufacturing, operations, Maritime Surveillance, Space-Based Surveillance with the likes of ThothX, data processing, and analytics, backed by a global network of constellations, earth-based observation capabilities, and a global customer base to back it up.
That's what kinda makes space projects right now a bit weird, because MDA is positioning itself at a scale that in itself is beyond Canada, globally really, in a way that I don't think many could envision a year ago. Of course, that requires everything to work out, sure, but it's still on the table.
We now have a framework of a layered communication network being built, in both LEO and MEO, across multiple spectra with ESCP-P. That baseline, that foundation, is very, very enticing for the other suite of communications projects on the horizon. The presser explicitly does mention future opportunities.
To recap a little bit, Canada is working to build out a layered, global network of Canadian-controlled constellations that will provide global tactical and strategic communications from Arctic to Antarctic. This will form the foundation of Canada’s strategic communication capabilities alongside terrestrial systems like VLF and HF.
At current, there are five other projects that fall under that banner:
WSC-WB — Worldwide Satellite Communications Wideband: Provides the CAF with continued guaranteed access to high data rate wideband satellite communications worldwide, the big-pipe service carrying ISR feeds and tactical C4ISR traffic. Will be supported by a new, sovereign constellation of four satellites plus an on-orbit spare with ground stations.
WSC-NB — Worldwide Satellite Communications Narrowband: MUOS replacement, narrowband voice and data for handhelds and manpacks from 70°N to 70°S. There is still a bit of a debate last I heard between reusing existing infrastructure or going with new, dedicated infrastructure.
WSC-PMT — Protected MILSATCOM Tactical: Aims to provide Canada a secure, jam-resistant communications capability between the operational authority and the CAF worldwide. It is the protected link that is supposed to keep working through adversarial actions. It's the tactical half of Protected, deliberately built at a protection level above standard milsatcom but below full hardening.
WSC-PMS — Protected MILSATCOM Strategic: Strategic half of Protected, aims to deliver assured, protected connectivity between national command authority and deployed forces at the highest threat levels, with the requirement explicit that it must survive and function during and after a nuclear event.
Follow-On Polar SATCOM: The undefined successor sitting behind ESCP-P with a horizon toward 2050.
Outside of WSC-PMS, where we're talking a significantly different class of constellation compared to the others, almost all of these could just as easily slip into the existing ESCP-P ecosystem. There will already be both a Military Ka-band constellation in LEO through Phase I, and Phase II will provide the purpose-built, Canadian UHF MEO constellation.
Even if we elect to go with a purpose-built network for everything, which at current is up in the air, the existing ecosystem, shells, and hot production line will already be there. Hell, Telesat and MDA have already been advertising around that the Lightspeed satellites have growth room and capacity to add additional sensors and capabilities in future batches if desired.
They've already created the pitch as Canada's communication providers, with a hot line open to have future growth room purposefully built in for future projects to exploit. The DIA also isn't hiding here that it is open to such options; it's there in the release. We're seeing the active building of a wider, much wider strategic partnership being built, and there isn't anyone really hiding it.
Now, the question on if that is a good thing is… complex. There is an argument that these capabilities are needed now, and the CAF aiming for 2032/2033 IOC for almost all of these puts that timeline on very thin margins to deliver if you ain't already. That’s six years to deliver these constellations, and there are few in the country currently positioned to do that.
I'm not saying it's guaranteed, nothing ever is, but when looking at the sheet? You're looking at a juggernaut in MDA standing up a global, end-to-end capacity, with a potential built-in American capacity, clearances from both NORAD partners, and the new potential for NORAD-alignment and interoperability that satisfies both Canada and the United States.
It is the Death Star versus a bunch of Victorian children. There is very clearly something going on, some conversations happening, and for everyone not named Telesat and MDA? It ain't looking very good. You're fighting a different beast entirely, one that has already built the case against you, and is on the mad dash to make sure the doors are closed, locked, and the whole bloody building shot into the sun.
This isn't to dismiss MDA or Telesat as some sort of bad guys. Business is business. We need capabilities sooner than later, and this is the environment that, at the end of the day, Canada has created for itself. We gave them the power, the influence, and the mandate over the last several decades of underinvestment and dismissal.
Also a win for the DIA, who very much took space by the horns. This was one of their major projects, and one of the first they levied as a strategic partnership. Getting this secured is a major milestone for them, and a geat considering this will deliver ESCP-P several years ahead of her original 2035 date. That's a major win for them, no matter what.
Get your bag, gang. This is still a great thing, and a huge win for us, but man. Man…
